Starlink’s Southern Surge: Lesotho’s Deal Raises Digital and Security Concerns for South Africa

MASERU, Lesotho — In a landmark deal poised to reshape Southern Africa’s digital landscape, Lesotho has granted Elon Musk’s satellite internet company, Starlink, a 10-year license to operate within the country. While the move promises to modernize internet access in the mountainous kingdom, it has triggered concerns in neighboring South Africa over digital sovereignty, cybersecurity, and broader geopolitical implications.

Connectivity Leap for Lesotho

Lesotho, a landlocked country with just over 2.3 million citizens, has long battled geographic and infrastructural challenges that hinder reliable internet access. Starlink, operated by Musk’s aerospace company SpaceX, offers a satellite-based broadband solution specifically designed to serve remote and underserved areas.

Prime Minister Sam Matekane has praised the partnership, calling it “a bold step toward closing the digital divide.” He emphasized Starlink’s potential to expand educational access, support small businesses, and integrate Lesotho into the global digital economy.

Despite the optimism, the deal has not been universally welcomed. Section 2, a local civic group, criticized the absence of Basotho ownership in the project, stating it contradicts Lesotho’s tradition of promoting citizen participation in strategic sectors. Critics argue that the agreement sets a troubling precedent by handing over essential infrastructure to a foreign entity with no equity stake for locals.

This concern mirrors ongoing issues in South Africa, where Musk previously criticized the country’s Black Economic Empowerment (BEE) laws. The regulations require 30% local Black ownership in telecom ventures—something Starlink has refused to comply with, citing it as the reason for its exclusion from South Africa.

Strategic Blind Spot for South Africa?

Lesotho’s proximity to South Africa now places the Starlink rollout in a new light, especially considering the growing diplomatic tensions between Pretoria and Western powers, including the U.S. and Israel. South Africa’s government, under the African National Congress (ANC), has adopted an increasingly nationalist and anti-colonial foreign policy stance, including taking Israel to the International Court of Justice over alleged genocide in Gaza.

This evolving climate has sparked fears in Pretoria that Starlink’s satellite infrastructure could serve more than just internet access. Experts warn that the network’s low-Earth orbit satellites, which operate largely outside national jurisdictions, could be leveraged for surveillance, data harvesting, or geospatial monitoring—particularly in a nation perceived as politically unfriendly by the West.

“Satellites don’t respect borders the way terrestrial networks do,” said a South African digital sovereignty analyst who asked not to be named. “This opens up the very real possibility of South Africa being digitally surveilled via infrastructure placed in Lesotho—beyond our legal or political reach.”

The Bigger Picture: Control of Africa’s Digital Future

Starlink’s entry into Lesotho has reignited broader conversations across the continent about who controls Africa’s digital backbone. As countries like South Africa try to assert regulatory authority and promote local ownership, foreign tech giants—many aligned with Western powers—are seeking alternative entry points into the region.

By operating from Lesotho, Starlink sidesteps South African regulations entirely. That maneuver is seen by some as undermining Pretoria’s efforts to maintain control over critical infrastructure and protect national data sovereignty. With elections, land reform debates, and energy transformation efforts underway, analysts say South Africa’s digital vulnerabilities could become a strategic liability.

Lesotho’s licensing of Starlink marks a turning point in Southern Africa’s digital development, but it also opens a Pandora’s box of regional security concerns. As the continent embraces connectivity, the question of who controls the satellites and the data they carry becomes just as important as who gets online.

In a region marked by growing ideological divides and shifting global alliances, even a satellite deal can become a front line in a new kind of struggle—where power is measured in data, and sovereignty is written in code.
